A little insight in the Risk Assessment technologies.
by Maxwell Green
A growing number of cities, counties and states have recognized the injustice of a cash bail system. How should judges decide whom to detain pretrial? In many cases, algorithmic tools based on predictive analytics like risk assessments are replacing cash bail systems. Not only are risk assessments used by judges in pretrial decisions, but they’re also being used or considered for use in sentencing and parole decisions. Nearly every U.S. state and the federal system have implemented risk assessment in some form. Proponents say imposing some mathematical regularity will lead to greater transparency and accountability. Critics say bias can creep in at every stage, from development to implementation to application.
Most risk assessment tools combine court and demographic records with some sort of questionnaire administered by a court. Some tools, such as the Public Safety Assessment, omit the questionnaire and use only the static data. Other models are developed by private companies that keep the inner workings of their algorithms secret. Even for some of the most locked-down, proprietary tools, the questionnaires are freely available.
